Domestic issues are top of the Federal Government's 'Should Do' List, but taxation would benefit electors and their families

Finding No. 3745 - June 03, 2004

Taxation (32%) tops the list of things the Federal Government could do that would most benefit electors and their families. However, health (62%), education (56%) and defence (19%) rate as the top three issues the Government should be doing something about, the latest Morgan Poll finds.

Electors were asked: “What are the three most important things the Federal Government should be doing something about?” With Medicare, bulk billing, school funding and literacy funding being major political issues throughout the year, health and education remained at the top of list with electors. 62% of electors mentioned health issues (unchanged from May 2003), with 61% mentioning the health system and hospitals and 2% Medicare. Education and schools were mentioned by 56% of electors, a rise of 1% since May 2003.

However, when electors were asked what the Federal Government could do that would most benefit them and their families, taxation (32%, down 2% since May 2003) dominated the list for the eleventh consecutive poll. Specifically 25% (down 1%) said the Federal Government lowering taxes would benefit them and their families, while 5% (unchanged) said tax reform and only 3% (unchanged) nominated removing the GST. Health issues ranked second (mentioned by 16%, down 6% since May 2003). Social welfare (13%, up 3%) and education (12%, down 1%) were also among the issues most often mentioned with regard to helping electors and their families.

Defence (19%) was still a high priority for Australian electors, down only 2% from last May, when 21% of electors believed that it was an issue the Federal Government should be doing something about. Concern for the environment has fallen 6% from its high of 17% in May 2003, with 11% now mentioning it as an issue that the Government should act upon.

Issues that were mentioned less often than in May 2003 included unemployment (9%, down 6% since May 2003), immigration (6%, down 9%), and law and order (4%, down 5%).

NSW electors were most likely to mention health issues (63%), education (54%) or transport and roads (15%) among the three most important things the Federal Government should do something about. In Victoria, 59% mentioned education and 57% mentioned health, while defence (17%) received the third highest number of mentions. 54% of Queenslanders mentioned health and 52% mentioned education, with transport and roads (23% cf 13% nationally) coming in third. Western Australians also believed that the Federal Government should be doing something about health issues (75%) and education (57%), with defence and national security (36% cf 19% nationally) coming in third.

For South Australians, health (71%) and education (65%) also topped the list of important things the Federal Government should do something about, while social welfare and the aged (17%) received the third highest number of mentions.

These are the main findings of a Morgan Poll of 590 electors conducted by telephone throughout Australia on May 26-27, 2004.

1. Three Most Important Things The Federal Government Should Be Doing Something About (Unaided)

Electors were first asked: “Thinking about Australia as a whole. In your opinion, what are the THREE most important things the FEDERAL GOVERNMENT should be DOING SOMETHING ABOUT?”

Health (overall - 62%) and education (overall - 56%) were the most mentioned issues among supporters of all parties. For supporters of the Liberal Party (health - 67%, education - 56%), National Party (health - 65%, education - 39%), the ALP (health - 61%, education - 56%) and Other Parties and Independent Candidates (health - 50%, education - 42%), health was considered to be the issue of most importance. Education was the top issue for supporters of the Greens (health - 54%, education - 72%) and the Australian Democrats (health - 59%, education - 61%).

Overall, defence & national security (19%), social welfare, the aged & poverty (18%) and transport & roads (13%) received the next highest mentions as important issues the Government should be doing something about. These three issues all ranked highly with supporters of all parties, however there were some notable differences across parties as to which issues made up the remainder of the top five issues mentioned.

For Liberal Party supporters, defence & national security (25%) was the next biggest issue after health & education, with social welfare, the aged & poverty also rating highly at 16%.

National Party supporters were somewhat different from their Coalition partners, with social welfare, the aged & poverty (31%), transport & roads (18%) and family issues and petrol prices (both 11%) making up their top five.

ALP supporters felt that social welfare, the aged & poverty (18%), defence & security (14%), taxation and transport & roads (both 13%) were the next most important issues that the Government should be doing something about.

The environment (28%) rated as highly as defence (28%) amongst Greens supporters, with transport & roads (12%) being the fifth issue they thought the Government should be doing something about.

For supporters of the Australian Democrats, social welfare, the aged & poverty (27%), the environment (16%) and immigration and transport & roads (both 15%) filled their top five most important issues.
