More Australians Believe AWB, Government Unethical Over 'Grain To Iraq'

Finding No. 3982 - February 25, 2006

A special Morgan Poll taken over the last two nights now shows 59% (up 6% in two weeks) of Australians aged 14 and over believe AWB acted unethically in its grain deals with Iraq and 57% (up 1%) believe the Government acted unethically. Awareness of the Royal Commission into AWB was up 2% to 77% since last week’s Morgan Poll.

Only 12% (down 1%) of people think the AWB acted ethically, while the number of people who were unable to say has dropped 5% to 29%, however 17% (up 1%) of people think the Federal Government acted ethically with only 26% (down 2%) of people unable to say.

Of those Australians who are aware of the Royal Commission, 69% believe AWB Ltd. did not act ethically in their negotiations to sell wheat to the Iraqi Government, while 11% believe they acted ethically and 20% can’t say. Of those Australians who are aware of the Royal Commission 62% believe the Government did not act ethically on the issue, while 18% believe they acted ethically and 20% can’t say.

Gary Morgan says:

“Public opinion on the Cole Royal Commission is entrenched: now more people think that AWB - 59% up 6% - and the Government - 57% up 1% - acted unethically than a fortnight ago.

Both the Wheat Board and the Government have some work to do to improve their public images.”

This special telephone Morgan Poll was conducted on the evenings of February 22-23, 2006, with an Australia-wide sample of 656 respondents aged 14 and over.

 Are You Aware Of The Royal Commission Into The AWB’s Dealings With The Iraqi Government?

Respondents were first asked:  "Next about the Royal Commission into AWB Ltd.’s (formerly the Australian Wheat Board) dealings with the Iraqi Government under the United Nations oil-for-food program.  Are you aware of the Royal commission or not?

Men were more likely than women (79% cf 74%) to be aware of the Royal Commission into AWB Ltd.’s dealings with the Iraqi Government under the United Nations oil-for-food program.  Analysis by age shows that Australians aged over 50 were the most likely (88%) to be aware of the Royal Commission.

People living in capital cities were more likely that those in country areas (77% cf 76%) to be aware of the Royal Commission.  On a state-by-state basis, People from South Australia and the Northern Territory were more likely (87%) to be aware of the Royal Commission, with Queenslanders the least likely (70%).

Analysis by voting intention shows that Green supporters were the most likely (91%) to be aware of the Royal Commission, with One Nation supporters the least likely (48%) to be aware.

Did AWB Ltd. Act Ethically In Their Negotiations To Sell Wheat To The Iraqi Government?

Respondents were then asked:  " In your opinion, did AWB Ltd. act ethically in their negotiations to sell wheat to the Iraqi Government, or not?

Men were more likely (64%) than women (55%) to believe AWB Ltd. did not act ethically in their negotiations to sell wheat to the Iraqi Government.  Analysis by age shows that those aged over 50 were the most likely (67%) to believe AWB Ltd. did not act ethically.

People living in country areas were more likely that those in capital cities (62% cf 57%) to believe AWB Ltd. did not act ethically. On a state by state basis, people in Queensland were the most likely (63%) and West Australians the least likely (50%) to believe AWB Ltd. did not act ethically.

Did The Federal Government Act Ethically On This Issue Or Not?

Respondents were then asked:  “Recently there has been discussion about whether or how much the Federal Government knew of AWB Ltd. paying bribes to the Iraqi Government in their negotiations to sell wheat.  From what you know or have heard, do you think the Federal Government acted ethically on this issue, or not?”

Men were more likely (60%) than women (55%) to believe the Government did not act ethically on the issue.  Analysis by age shows that those aged 35-49 were the most likely (66%) to believe the Government did not act ethically.
