This Roy Morgan survey on Australia’s unemployment and ‘underemployed’* is based on weekly interviews covering January 2007 – March 2009 and in total 118,106 Australians aged 14 and over were interviewed face-to-face including 4,496 interviews in March 2009.:

In the month of March Australia’s total unemployment as measured by Roy Morgan was 775,000 (7.0%), down 109,000 (1.0%) since February, but up 124,000 since March 2008.
The latest Roy Morgan unemployment estimate is still 1.8% above the 5.2% currently quoted by the ABS for February. (Roy Morgan unemployment data is not seasonally adjusted. The March fall in the Roy Morgan unemployment estimate is similar to falls each year since 2001 in the ABS ‘Original’ March unemployment estimate shown in the attached).
In March 2009 there were 6,977,000 (down 151,000 on February 2009) Australians working full-time while there were 3,255,000 (up 175,000) Australians working part-time.
In March 2009 there were 408,000 (down 100,000 on February 2009, but up 58,000 on March 2008) Australians looking for full-time work and 367,000 (down 9,000 on February 2009, but up 66,000 on March 2008) Australians looking for part-time work.
The Roy Morgan March 2009 ‘underemployed’* estimate was 700,000 (6.4%), virtually unchanged on February 2009.
In total in March an estimated 1,475,000 (13.4%) Australians were unemployed and ‘underemployed,’* down 108,000 on February 2009.

# The revised Howard Government ‘Work Choices’ Legislation was implemented in late 2006,
just prior to the time period when the survey began in January 2007.

“The latest Roy Morgan unemployment estimate for March 2009 (775,000, down 109,000) shows unemployment has dropped from its February high, although it is still the highest March unemployment since March 2006 — when WorkChoices began to be implemented.
“Since then Roy Morgan unemployment estimates, which are not seasonally adjusted, have dropped each March as university and other students return to study. (This drop is similar to the ABS ‘Original’ unemployment estimates — see attached tables).
“Importantly, a key difference with recent years is that the number of Australians working full-time dropped in March to 6,977,000 (down 151,000) while the part-time workforce has grown to 3,255,000 (up 175,000). This is possibly the first sign of self-funded retirees re-entering the workforce.
“The large interest rate cuts by the Reserve Bank in late 2008 and earlier this year (dropping interest rates from 7.25% to 3.25%) and the effects of the Rudd Government’s stimulus plans have in the short-term supported the Australian labour market.
“Now, however, is no time to be complacent. The return to study of thousands of university and other students has helped to temporarily halt the upward trend in the unemployment numbers — but crucially, the figures for the March Quarter show an average of 809,000 Australians unemployed throughout the Quarter which is the highest Quarterly figure since March Quarter 2006.”

The Roy Morgan Unemployment estimate is obtained by surveying an Australia-wide cross section by face-to-face interviews. An unemployed person is classified as part of the labour force if they are looking for work, no matter when. The results are not seasonally adjusted and provide an accurate measure of monthly unemployment estimates in Australia.
The Australian Bureau of Statistics Unemployment estimates are obtained by mostly telephone interviews. Households selected for the ABS Survey are interviewed each month for eight months, with one-eighth of the sample being replaced each month. The first interview is conducted face-to-face. Subsequent interviews are then conducted by telephone.
The ABS classifies an unemployed person as part of the labour force only if, when surveyed, they have been actively looking for work in the four weeks up to the end of the reference week and if they were available for work in the reference week.
The Australian Bureau of Statistics Unemployment estimates are also seasonally adjusted.
For these reasons the Australian Bureau of Statistics Unemployment estimates are different from the Roy Morgan Unemployment estimate.
