This Roy Morgan survey on Australia’s unemployment and ‘under-employed’* is based on weekly interviews covering January 2007 – May 2009 and in total 126,734 Australians aged 14 and over were interviewed face-to-face including 4,313 interviews in May 2009.

In the month of May Australia’s total unemployment as measured by Roy Morgan was 825,000 (7.4%), up 26,000 (0.3%) since April, and up 168,000 since May 2008.
The latest Roy Morgan unemployment estimate is 2% above the 5.4% currently quoted by the ABS for April.
The Roy Morgan May 2009 ‘under-employed’* estimate is 661,000 (5.9%), down a large 213,000 (1.9%) on April 2009.
In total in May an estimated 1,486,000 (13.3%) Australians were unemployed or ‘under-employed,’* down 187,000 on April 2009.
In May 2009 there were 7,077,000 (up 92,000 on April 2009, and up 239,000 on May 2008) Australians working full-time and 3,237,000 (down 188,000 on April 2009 but up 42,000 on May 2008) working part-time.
In May 2009 there were 500,000 (up 25,000 on April 2009 and up 175,000 on May 2008) Australians looking for full-time work and 325,000 (up 1,000 on April 2009 and down 7,000 on May 2008) Australians looking for part-time work.

# The revised Howard Government ‘Work Choices’ Legislation was implemented in late 2006,
just prior to the time period when the survey began in January 2007.
Gary Morgan says:
“Although Australian unemployment is up 0.3% during May to 7.4% (up 26,000 to 825,000), the fall in Australian under-employment (down a large 213,000 to 661,000) means the overall level of unemployment and under-employment has fallen back to 1.486 million (down 187,000).
“Coming on the back of a strong GDP result for the March Quarter with unexpected growth of 0.4% for the Australian economy, the latest Roy Morgan unemployment figures for May back up the claim that Australia can still be known as ‘The Lucky Country.’
“During May, the number of Australians in the full-time workforce (7,576,000, up 116,000 from April 2009) rose. This is the first April to May rise in the full-time workforce since 2002 as historic trends indicate the full-time workforce normally falls in May.
“The global economy in 2002 was still recovering from the short and sharp “dotcom” recession that slowed growth in the US and much of the world — similar to the conditions Australia has faced globally over the past year.
“The fall in part-time employment (down 188,000 to 3,237,000 during May) and rise in full-time employment (up 92,000 to 7,077,000) explain part of the large drop in under-employment for May. As part-time workers find full-time employment, under-employment naturally falls.
“The large fall in under-employment for May suggests however that the strong retail sales (stimulated by Government handouts) during the past few months — a record $19.35 billion was spent in April alone — are requiring many employers, and especially retailers, to give significantly more hours to many part-time employees rather than employing more people, thus reducing Australia’s under-employment rate.
“The resilience of the Australian economy, and the Australian labour market, in the midst of the global recession has been impressive over the past year; however, challenges remain if the Australian unemployment rate is not to increase further during the latter half of the year.
“The Roy Morgan unemployment data for May shows that 500,000 (up 25,000) unemployed Australians are looking for full-time work, only the second month since April 2004 that half a million unemployed Australians are seeking full-time work (the other month was in February 2009 when there were 508,000).
“It is vital that the Australian economy continues to grow throughout 2009. If the Australian economy falters, then Australian unemployment will continue to grow.”

The Roy Morgan Unemployment estimate is obtained by surveying an Australia-wide cross section by face-to-face interviews. An unemployed person is classified as part of the labour force if they are looking for work, no matter when. The results are not seasonally adjusted and provide an accurate measure of monthly unemployment estimates in Australia.
The Australian Bureau of Statistics Unemployment estimates are obtained by mostly telephone interviews. Households selected for the ABS Survey are interviewed each month for eight months, with one-eighth of the sample being replaced each month. The first interview is conducted face-to-face. Subsequent interviews are then conducted by telephone.
The ABS classifies an unemployed person as part of the labour force only if, when surveyed, they have been actively looking for work in the four weeks up to the end of the reference week and if they were available for work in the reference week.
The Australian Bureau of Statistics Unemployment estimates are also seasonally adjusted.
For these reasons the Australian Bureau of Statistics Unemployment estimates are different from the Roy Morgan Unemployment estimate.
