This Roy Morgan survey on Australia’s unemployment and ‘under-employed’* is based on weekly interviews covering January 2007 – July 2009 and in total 135,344 Australians aged 14 and over were interviewed face-to-face including 4,185 interviews in July 2009.:

- In the month of July Australia’s total unemployment as measured by Roy Morgan was 861,000 (7.6%), down 1,000 (0.2%) since June, but up 254,000 since July 2008.

- The Roy Morgan July 2009 ‘under-employed’* estimate is 1,022,000 (9.0%), up 55,000 (0.2%) on June 2009.
- In total in July an estimated 1,883,000 (16.6%) Australians were unemployed or ‘under-employed,’* up 54,000 on June 2009.
- In July 2009 there were 6,909,000 (up 231,000 on June 2009 and down 491,000 on July 2008) Australians working full-time and 3,583,000 (up 98,000 on June 2009 and up 489,000 on July 2008) working part-time.
- In July 2009 there were 554,000 (up 67,000 on June 2009 and up 237,000 on July 2008) Australians looking for full-time work and 307,000 (down 68,000 on June 2009 and up 18,000 on July 2008) Australians looking for part-time work.

# The revised Howard Government ‘Work Choices’ Legislation was implemented in late 2006,
just prior to the time period when the survey began in January 2007.
Gary Morgan says:
“Although the number of Australians unemployed barely changed in July (861,000, down 1,000 from June 2009) the increase in the size of the Australian workforce to 11,352,000 (up 327,000) driven by increasing numbers of people employed (10,492,000, up 329,000) means the unemployment rate has itself dropped to 7.6% (down 0.2%).
“Comparing figures between July 2008 and July 2009 provides a clear picture of the significant changes in the composition of the Australian employment picture over the past year.
“Over the year, the number of Australians employed full-time has dropped heavily, now at 6,909,000 (down 491,000) while the number of Australians employed part-time has ‘shot up,’ now at 3,583,000 (up 489,000). These results show the strong change in the make-up of the Australian workforce as companies have forced workers to accept working fewer hours per week, but resisted laying off workers as much as possible.
“Despite a reluctance to lay off workers over the year, the unemployment rate has risen due to the increasing size of the workforce (11,352,000, up 251,000) and lack of new jobs. There are now 861,000 Australians looking for jobs (up 254,000 on July 2008), an increase in the unemployment rate from 5.5% in July 2008 to 7.6% now.
“Of equal significance is the massive increase in the ranks of Australia’s ‘under-employed’ — now in excess of 1 million Australians for the first time as measured by Roy Morgan. The increasing level of ‘under-employment’ in the Australian economy is directly due to the cutting of hours from formerly full-time workers who have now been forced into part-time work.
“The RBA must take the level of Australia’s under-employed into strong consideration when considering Australian interest rates. There is certainly no case for raising interest rates — because of high unemployment and under-employment — there is, in fact, a stronger case for cutting interest rates!”
This Roy Morgan survey on Australia’s unemployment and ‘under-employed’* is based on weekly interviews covering January 2007 — July 2009 and in total 135,344 Australians aged 14 and over were interviewed face-to-face including 4,185 interviews in July 2009.
*The ‘under-employed’ are those people who are in part-time work or consultants who are looking for more work. (Unfortunately the ABS does not measure this figure in their monthly unemployment survey.)

The Roy Morgan Unemployment estimate is obtained by surveying an Australia-wide cross section by face-to-face interviews. An unemployed person is classified as part of the labour force if they are looking for work, no matter when. The results are not seasonally adjusted and provide an accurate measure of monthly unemployment estimates in Australia.
The Australian Bureau of Statistics Unemployment estimates are obtained by mostly telephone interviews. Households selected for the ABS Survey are interviewed each month for eight months, with one-eighth of the sample being replaced each month. The first interview is conducted face-to-face. Subsequent interviews are then conducted by telephone.
The ABS classifies an unemployed person as part of the labour force only if, when surveyed, they have been actively looking for work in the four weeks up to the end of the reference week and if they were available for work in the reference week.
The Australian Bureau of Statistics Unemployment estimates are also seasonally adjusted.
For these reasons the Australian Bureau of Statistics Unemployment estimates are different from the Roy Morgan Unemployment estimate.
