Deputy ABS Statistician Peter Harper talks to ABC Radio National
Responding to Roy Morgan data on Australia's underemployment problem

Finding No. 4416 - Gary Morgan comments on the ABS response to the Roy Morgan unemployment and underemployment data.: September 11, 2009

Today Radio National interviewed Deputy ABS Statistician Peter Harper about the ABS estimates for unemployment and underemployment and discusses questions raised yesterday by Gary Morgan.

Gary Morgan says:

“A clear problem with the ABS definition of employment is that those working an hour, or only a few hours, per week are in fact entitled to collect unemployment benefits — the dole. This clear contradiction — an employed person collecting unemployed benefits — goes to the heart of why underemployment is such an important issue that needs far more discussion in Australia.

“Harper’s answers only raise more questions about how effective Australia’s measurements of employment really are. Measurement of Australia’s unemployment using an antiquated international system is wrong. The Government, business and the community can only make the right decisions using accurate data.”

Deputy Australian Statistician Peter Harper is responsible for generating the ABS unemployment figure that is released each month.
