Now 50% (down 5% since August 2009) of Australians
Approve of Australia’s proposed Carbon Emissions Trading Scheme and
30% (up 3%) say “Concerns are exaggerated” about Global Warming

Finding No. 4435 - This special telephone Roy Morgan survey was conducted on the evenings of November 11/12, 2009, with an Australia-wide cross-section of 674 men and women aged 14 or over.: November 16, 2009

Now 50% (down 5% since August 5/6, 2009) of Australians approve of the Government’s proposed carbon emissions trading scheme when asked “There’s proposed legislation before Federal Parliament for a carbon emissions trading scheme to be introduced in Australia. Do you approve or disapprove of this legislation?” according to a special telephone Roy Morgan survey conducted last Wednesday and Thursday nights (November 11/12, 2009).

Less than a third, 31% (up 7%) of Australians disapprove of the proposed legislation, although 2% (down 0.5%) say ‘it doesn’t go far enough’, 11% (down 3%) don’t understand the legislation and 8% (up 1%) can’t say.

Special analysis by age group shows 71% (up 5%) of 14-17 year olds favour the legislation compared to 60% (up 5%) of 18-24 year olds, 53% (down 9%) of 25-34 year olds, 56% (down 5%) of 35-49 year olds and just 40% (down 5%) of Australians 50+.

Those who disapprove of the legislation were then asked “Why especially do you say that?”

‘Costs too much’ (6%, up 3%) was the most prominent reason Australians disapproved of the legislation, followed by, ‘Don’t believe in Global Warming’ (6%, up 3.5%), ‘Australia can’t make a difference anyway’ (4%, up 2.5%) ‘Australia should wait for the World to act’ (3.5%, up 0.5%) and it ‘Doesn’t stop pollution/ carbon emissions’ (3.5%, up 0.5%). Of all Australians, 2% (down 0.5%) disapprove of the legislation as it ‘Doesn’t go far enough.’

Australian views about Global Warming are slowly changing with 52% (down 6% since August 2009 and down 12% since November 2008) saying “If we don’t act now it will be too late” while now 30% (up 3% since August and up 11% since November 2008) say “Concerns are exaggerated.’ A consistent minority (14%, up 3% since August, but unchanged since November 2008) of Australians say “It is already too late” while 4% (unchanged) can’t say.

Gary Morgan says:

“Although far more Australians (50% cf. 31%) approve of the proposed carbon emissions trading scheme (ETS) legislation being debated in Canberra at the moment than disapprove, support for the legislation has dropped in the last three months.

“While this support is backed up by the majority of Australians (52%) saying ‘If we don’t act now it will be too late,’ it is down 6% from August 2009 and down 12% since November 2008. In contrast, an increasing number of Australians now say ‘Concerns are exaggerated’ (30%, up 3% since August 2009 and up 11% since November 2008).

This special telephone Roy Morgan survey was conducted on the evenings of November 11/12, 2009, with an Australia-wide cross-section of 674 men and women aged 14 or over.

Respondents were asked the series of questions about Global Warming and the proposed Australian response to address the issue of Climate Change with a ‘carbon emissions trading scheme.’

Latest face-to-face Morgan Poll on Federal voting intention, conducted over the weekend of November 7/8, 2009 and released last Friday (November 13, 2009), shows the ALP (56%) ahead of the L-NP (44%) on a two-party preferred basis.
