Melbourne Villages and Divisive Boundaries

Article No. 354 - As released at the Melbourne Press Club Lord Mayor Candidate breakfast, chaired by Virginia Trioli at the Windsor Hotel: November 16, 2004

Gary Morgan

Lord Mayor Candidate

Margaret Wood

Deputy Lord Mayor Candidate

Lord Mayor Candidate and local businessman, Gary Morgan , today called for a review of City boundaries to improve governance and the sense of community in key areas across Melbourne .

“I wish to restore the ‘village’ concept to important precincts of Melbourne ,” Mr Morgan said.

“The City of Melbourne is made up not only of its CBD, but of distinct villages, some of which are cut by arbitrary boundaries.

The three obvious problem areas are:

•  Kensington: the northern section is excised, cutting the village in two.

•  Carlton : North Carlton is excised from Carlton proper. The North Carlton streets are even named after significant Melburnians. Historically it has always been part of Melbourne .

•  St Kilda Road : One side is Port Phillip Council and another portion at the southern end is Stonnington Council.

“This is a nonsense,” Mr Morgan said.

“All of St Kilda Road should be in Melbourne , just like Royal Parade. Indeed, the boundary should extend to Queens Road , which is the continuation of Kingsway.

As a life long resident of Melbourne , I respect the important residential presincts:

•  Kensington

•  North Melbourne

•  West Melbourne

•  East Melbourne / Jolimont

•  Carlton

•  Southbank

•  Docklands

•  South Yarra

•  And one may ask where is South Melbourne ?

“I enjoy the diversity and history of our villages. We must reinforce their unique qualities and ensure that our planning laws support them.

“Once the boundaries are corrected the Melbourne Council can better reinforce a strategic plan for each precinct and ensure their future is stable without the threat of a planning policy that encourages inner city high-rises such as ‘ East Side ’."

Gary Morgan is running for Lord Mayor in the coming Melbourne City Council elections, along with Margaret Wood, Deputy Lord Mayor Candidate. Councillor Candidates Peter Clarke and Emily Tang make up the Melbourne Civic Group ticket.
