1. About This Study The next few pages are designed to help you and your household understand what this study will achieve, why it is important you participate and to help you provide complete and accurate information. 2. Why is this study important? The Reserve Bank of Australia (RBA) is responsible for setting interest rates so as to contribute to low inflation and the overall health of the Australian economy. Contributing to the stability of the financial system is another key RBA responsibility. This study is the first of its kind in Australia, and is designed to give the RBA new insight into household behaviour around housing debt. For more information on the Reserve Bank, please visit their website http://www.rba.gov.au 3. How confidential is this research? The information is completely confidential. Your personal details will not be attached to your survey results and your confidentiality is protected by the Privacy Act. The letter from the RBA has been addressed to you because you recently took part in a Roy Morgan Research survey. Roy Morgan Research would like to thank you for your help on that occasion, and again for your co-operation in this study. From the information you have provided, Roy Morgan Research has selected your household for this study. 5. Which member of my household should participate? For this study, we would like to interview the person in your household who is best able to answer questions about home ownership, mortgages, and property purchases and sales for all members of your household. To help you decide the most appropriate person, some of the questions will be about:
If you are not this person, we would like you to pass this letter (and the cover letter from the RBA) on to the appropriate person in your household. 6. What if no member of my household can answer questions on behalf of the household? There are some households where no-one can answer questions about the entire household, or where details about housing and debt are not discussed. In cases such as this, we will interview two or more members of the household. Please show this letter to each person you think we will need to speak with. We will be conducting this research during January and February 2005. Our interviewers will call between 5:00 PM and 9:00 PM Monday to Friday, or between 10:00 AM and 6:00 PM on Saturdays and Sundays. We will attempt to contact you on your home telephone where possible. If you are not available the first time we call, we will attempt to call you at different times of the day or evening. Despite our attempts, it is possible that we will not be able to contact you during this period. Please do not call our offices to suggest the appropriate time to call, as it is very difficult to manage the volume of calls this will create. 8. What if I don’t want to participate? Although it is very important to the study that we include your household, unlike the Australian Population Census, participation in this research study is voluntary. The following information is important to the study, and we would greatly appreciate it if you could answer these questions as accurately as possible. By completing the information on the next two pages before we contact your household, the more quickly and easily we will be able to complete the interview. If you are having difficulties finding the exact figures, please provide the best estimate that you can. If you are unable to prepare or estimate this information, our interviewer will be able to help when they contact you. We know that most households will not need to answer most of the questions on the next two pages, and a large number will not need to answer any of them.
